Blue PartyHat in the big 25’

Good evening I’m new-er to the game, I’ve rounded everything to about level 20-25 range but I want a party hat. It’s just a cool piece of equipment that I know from RuneScape without having played it prior, just a little goofy thing. My question for anyone is if I shell out the 16-17k gp for the blue one, do you think I’d even get anything back since it’s been so long? I know the event where these things originated from was from like 2013 so it’s a huge gap and a bigger hope. I just want a blue partyhat! So please lmk
