Why is the internet out?

Okay what’s the consensus on this? As it’s been prevalent since chapter two, which was years ago. It’s not simply a vehicle to prevent contact with college-bound Asriel, since Kris can use their cell phone perfectly fine.

But there’s at least 5 lines in chapter 2 alone about the internet being down, so it’s clearly important for the narrative.
