Does NTC Complaint even do anything?

I submitted a complaint thru the NTC webform, and I got this email from them cc'ing PLDT. It's been a few days na pero wala paring resolution- wala paring internet at everyday namomove ang schedule ng field technician kinabukasan. It's been a week of red LOS, at yung mga putol na fiber wires nakabalandra sa kalsada.

So do these complaints even do anything, or taga follow-up lang sila?
