IT questions

I am at the point in the book where Bill and Richie are inside George’s room. Rich thinks about how George was buried. Now my question is: why isn’t he under the sewers with IT? Or are the sewer zombies just the kids’ imagination? Or does Pennywise only keep some bodies?

I just imagined he was one of the floating children in the sewers.
