Heard USA iPhones Get Blacklisted Should I Avoid the iPhone 17 Pro USA Variant And go for JAPAN?

I’m about to buy iPhone 17 Pro. I’ve always preferred the USA variant but the iPhone I’m using now is a Japan variant.

many sellers told me that USA variants sometimes get blacklisted, and when that happens the SIM stops working. They also say they can’t fix it if that happens. Because of this I’m now reconsidering the Japan variant again.
I might also be flying to Europe next year so I want a phone that works reliably internationally.
My questions are
Is this blacklist/SIM issue with the USA variant actually true?
Are there any major real world differences between the USA and Japan variants?
Which one should I go for?
