Could the ruling regent mechanic replace the regular entrenched Regent mechanic?

It's somewhat strange to me that someone who supposedly rules the realm in the name of someone just has to watch as the ai rules the realm. Could there be a mod where on Entrenched Regency someone gets the Ruling Regent title that's removed on the old ruler reaching 16? Or some other condition?
