Could all the other kids have been as powerful (or more powerful) than 011?

So during 002 and 011's fight, 011 wins as a result of her channeling her emotions into her powers. Before this, she could hardly light a light bulb. So is she only 'strong' because of this? If all the other kids channeled their emotions into their powers, would they become stronger than 011? If everyone did that, would she go back to being the weakest of the bunch?
