Inner Way conversion bug?

For testing purpose i try to convert Evasive Charge tier 1 with 10 notes to Divine Roulette tier 0 and 0 notes, the notes is being converted correctly but the tier of both inner way has been reset to 0. After that i test a second time with Insightful Strike tier 1 with 15 notes, i try to convert it to Wolfchaser's Art, and once again the tier of both inner ways has been reset to 0 and only the notes is being converted correctly. Is this how it is supposed to work or bug?
