Tried walking into monastery and started very slow download.

Basically what it says. My friend bought the game started it and done the initial download and when he tried walking into the monastery at start of factions it started another download that was extremely slow. I'm talking like Kb/s speeds. Was downloading for a good 15 minute and was only 6% in. He bought the game from arena net. Anyone else having these horribly slow downloads and why is it even doing another download on entering. The monastery? Thanks in advance.
