Is around 100 frames with frequent stutters normal? rtx 3060 ryzen 7 5800 16gb of ram

ive been enjoying the game but the frequent stutters and frame drops are making it a pain. i feel like i have a good enough pc to run the game at a stable rate but my memory usage is around 90 so im thinking maybe my 16gb of ram isnt enough to keep up with the frames causing it to stutter? if anyone has suggestions to boost fps and how the game runs in general id love to hear it.
