[TOMT][TV show] British, about two women in a small town

I used to watch a British period drama on PBS in the early-mid aughts. My local station (KLRU in Austin) programmed it in an evening block of British shows, and Doc Martin came on either right before or right after. It was set in a small town, not sure what time period exactly but I distinctly remember an episode about the day the town got its first clock. The leads were two women, ať least one of whom was also in some big movies. I think one of the women was wealthy and the other wasn't? I also think I remember a storyline about someone not being able to get a custom made dress at a dress shop (not sure though...I read Little Women around the same time and might have mixed them up). There was also a male supporting character who was kinda... rugged?

I don't know what network it aired on in the UK, and I can't remember whether it was English, Welsh, Scottish, or Irish.
