I can't unlock Aristocracy Evolution (Oligarchy and Republic option)?

I chose Autarch -> Aristocracy but Aristocracy Evolution (Oligarchy and Republic option)? I have more than 50 pop and Nationhood had been researched for a while now. Even tried reverting to small council and taking Aristocracy on that path but nothing.

Was able to unlock Monarchy Power and Republic Evolution but not his third option somehow.
