Where can I go to learn surfing for a week in January?

I am planning to learn surfing but I am not sure if Jan would be a good time for it. Also I would want to explore nearby places if the surfing plan fails.

Keeping this as an open ended question because I have no idea where and how to go. I will be travelling from Kolkata.

Ideally I'd want to stay near the surf school or should be able to rent a scooty.

My budget is tight - around 30k - for learning, staying and food. But I'd not mind spending a bit more if needed.
