For a city that rains often, why doesn’t Vancouver have more covered walkways?

Oddly Specific 🎯

The covered walkways could shield people from rain (and sun in the summer) and it could help create an economy. People could sell flowers, snacks and little gadgets like iPhone chargers or sunglasses near that covered walkway.

Lots of places in the world does this, why not Vancouver?

On the flip side, would people pee there or would people camp in these covered walkways, that’s why we don’t have them?
