Quantum Cutie

So I just got this in my mermaid shop and I am incredibly flabbergasted. Is this one of the doll outfits?? How am I or any other average player supposed to afford something like this? I didn't even know that this was an available pull. Has anyone else gotten anything like this and/or know anything more about it?
