Packing question for Chicago: Snow boots or Regular shoes with warm socks?

I’ll be traveling to Chicago with my family from December 4–7, and we’ll be staying in the River North area. Do you think rain boots are necessary that time of year, or would warm socks and regular shoes be fine?
