Need Clarification on the New Compte en Devises Law!!!

Hey everyone, I’m looking for some clarification about the new "compte en devises" law. Ive been trying to understand how it actually works in practice and i was hoping people with some knowledge on the matter could help me out.
Specifically: can you use this type of account to pay for things online (subscriptions, ads, saas tools...etc)? And when they mention “virement bancaire” what exactly does that include?does it mean I can’t receive payments from my ecommerce stores if I link the account directly to my website or payment processors?
