infinity patch 14

i just downloaded the new FIP v9 but i can't get it to work because i doesn't include the version manager, at least for me. i tries downloading again but it only the theme manager is included in the patch, i also tried transporting the VM from an older version to the files of the new one but it didn't work. can someone help? what should i do?
