Caseload cap question/vent

On SEIS the dashboard lists “active” students and “pending” students, do you add both numbers together when calculating your caseload or do you only count the “active” number. For context I’m in CA and I currently have 55 active and 7 pending. I think they should all count, but district doesn’t view it that way. Our contract doesn’t specify, but does say they can put us over the state cap of 55 if they offer SLPA support, which I’m also wondering about in relation to CA Ed Code. I feel like I’m drowning but more seasoned SLPs seem to think this is typical.
