"red story circle" profile picture showing up on my phone, but not computer

so when i look at my friend who has a private instagram profile, on my phone, it shows "0 followers and 0 following" with a red circle around the profile... but when i go on my computer it shows the actual number of followers/following, but no red circle...

i then tried a few other private profiles, searching them up on my phone and they ALL had the red circle on them with the 0 followers/following next to it... i even found some random account with no profile picture, and it also had the same thing...

so, does this mean they all truly did post a story or not?
