3rd C&P exam for one claim

I submitted a claim about a year ago with many issues, all but 1 were service connected. CFS at first was denied, then I did an HLR which was deferred due to “exam clarification”, I then had a second C&P for CFS last week. Today, I got an email saying that a new (third) C&P exam will be scheduled soon. Has this ever happened to anyone else? Wtf?
