How do you treat Modern PSA 9s?

I recently got back a PSA9 Dragonite from Evolving, likely not something I can try again for a 10 on, a 9 is probably fair. Value is ~365 at the moment, but it got me thinking as I was looking for trades.

With 9s (or raw considering how close those generally are in price), would you rather trade this down into one/multiple lesser value 10s or trade up with extra cash to a more desirable / grail card?

For example, I was considering swapping the dragonite out for a blastoise SIR from 151, which is approximately the same value atm.
