Who was unambiguously a good leader in history?

I did a search for good kings and queens, and saw plenty of questions like "Was so and so a good King??"

But I want to know, even by modern standards, are there any leaders (Kings, Queens, elected officials) - lets say serving for at least a decade as a head of state - who was just good?

Like someone who people were just like, "wow, sure wish that guy/gal was still leading us" and we can look back and think "actually yeah, trajectory wise they would have done great if this person somehow could have stayed in power for another couple of decades".

I just hear so much about specific leaders being awful. Or they're great in the context of the awful people they surround.

Would love detailed answers on anyone that qualifies with some exampels that really made them stand out above the rest.
