Are arrival tarmac delays a cost cutting measure?

Does anyone know why every flight I’m on has a 59 or more minute arrival tarmac delay? I have experienced this on almost all flights in 2025. It’s getting really tiresome.

Did the airline reduce the number of gates they pay to use or what?

It’s so heartbreaking.
