Clutch Pedal only engages halfway

Need help figuring out why my slave cylinder's rod only starts moving about halfway through the range of motion (1.5") of my clutch pedal on a 93 SL. Have a brand new exedy master and slave cylinder in there that was bled using standard method where one person presses on the clutch and other opens the bleeder valve, not sure if you have to pressure bleed or what but I just can't figure out why the pedal won't go all the way up properly. Also causes grinding going into gears if I don't hold it down for long enough and to the floor. For reference have brand new clutch kit in, this is not a new issue though it's been occuring since I got the car and before the new kit was put in.
