Conditional Scholarships

At what point is a conditional scholarship considered predatory?

Maybe it's because I'm used to undergrad, but I feel like maintaining a 3.0 GPA every semester in order to not have a scholarship terminated seems pretty reasonable. Is it actually that hard to maintain a minimum of a 3.0 every semester in law school?
