[KCD2] Another crime questions post

So I have few points I do not understand about crime and punishment (I just got the game a week or so ago) these may have been answered somewhere but I cannot find them.

First, if I leave an area where I am wanted and let the bounty fade away and then come back later and get caught committing a crime do previous charges come back?

Second, I read already that suspicious but not criminal acts like running around through town or even interacting with victim (theft in this case) even hours beforehand will lead people to suspect you is this true?

Third, if second is true what actions can lead to suspicion and is there time limit for witnesses to make that correlation?

Fourth is Henry being an outsider always a point of suspicion no matter reputation in a given town?

Fifth, If you have already done any quests associated with town is there anyway to raise reputation of guards?
