Settings to record videos on One Plus 13

Does anyone know what settings should be used on the camera to record videos, both at night and during the day, so that they come out well, so that when playing the video on a computer you don't see that the images are skipping, that it looks fluid, on the cell phone they look good but when you transfer the video to a computer to view it, the video doesn't look good, it doesn't look fluid, like the images are skipping, can someone help me with this situation, I would appreciate it.
