HMS permit needed?

Relatively new to saltwater fishing, if I’m targeting sharks from the shore do I need an HMS permit? NC shoreline, currently not planning to harvest just catch and release, I wanted to confirm whether or not you need the HMS for shark surf fishing, NOAA wasn’t too helpful, does say vessel in most sections but doesn’t note if needed for shoreline. Thanks!
