How to get rid of static in dress?

I have this dress that is polyester and chiffon (two layers). ik it’s not the best quality, don’t judge me.

ANYWAY- it is SOOOO staticy. the two layers basically cling together. does anyone have any tricks on how i can solve this?! i am DESPERATE!!

i tried attaching a safety pin on the bottom layer, but that did not help… ):
