Help me build a new gaming PC after 10 years of using my old build

• New build or upgrade? New Build
• Existing parts/monitors to reuse? Dell 27-inch 1440p 144hz G-Sync monitor. Dell 24-inch 1080p monitor.
• PC purpose? 1440p Gaming with the best possible visuals. (Dota 2, Soulsborne games, RPGs, Tactics games etc). I also like to have a 2nd 1080p monitor to watch videos/multi-task.
• Purchase country? Near Micro Center? USA. Near a MicroCenter.
• Monitors needed? No.
• Budget range? $1500-$2500. Would be great if you can explain what i'd gain by going from $1500 to $2000 to $2500.
• WiFi or wired connection? Wifi
• Size/noise constraints? Would like the PC to be as quiet as possible.
• Color/lighting preferences? Not boring black. I love interesting case designs/colors. Willing to spend a bit more to have a cool looking case.
• Any other specific needs? I'd like the case to be as user-friendly to open, clean and modify as possible.

If now is not the right time to buy, i'm ok waiting since my current PC is still working and mostly meeting my needs. My main reason for upgrading is wanting to use my old PC as a Plex server.
