Ultron Idea: Visual CC Ultimate

Theres a ton of CC in this game. And it sucks. watching you be unable to do anything just because some pop artist nailed an alt fire across the map? or because bucky breathed at you wrong?
Stupid, stupid, stupid.

But Ultron is this robot who can take over technology.

So hear me out:

When targeted by his Ultimate, enemy players ingame framerates are reduced to 15 for 7.5 seconds(of course that timer is reset every time the ult hits you)

Your capability to use your abilities is untouched. Your perception is.

a Visual CC.
I think its cool.
And of course for accessibility reasons, there should be a setting that changes this as to not give migraines and headaches.
A setting that changes it from an Frame Drop to super long exposure so it looks super terrible but achieves the same result.
An Ultron hud that covers your screen at 95% Opacity? Still doesnt stop you from aiming or using abilities. these all just stop you from perceiving and reacting accordingly.

Like a flash bang or screen shake in battlefield or a smoke screen in CS:GO or being walked at by Pyro TF2 with the flame thrower.

I think this would be an interesting take on CC thats super intrusive in a completely different way, and would be a cool robot ultimate
