FPS hardlocked when loading a save out in the open on planet?

Not sure if this has been discussed before, but it seems like any time I load one of my saves where my PC is on planet not inside a structure my FPS hardlocks to 25 fps. The only way I know how to fix it is to get to a space station/freighter/anomaly etc, hop out, exit the whole game and relaunch it for my FPS to go back to normal.

I've tired repairing the game, reinstalling it, clearing cache from steam but no joy. I've also submitted a ticket via Zendesk with video evidence as well.

It's mildly frustrating, and only takes a few seconds, but it is annoying enough for me to ask lol. The amount of times I've loaded my current save that's new while planet side is... so high.. lol

I know my specs aren't the issue, R7 7700x, game is installed on a 2Tb NVME SSD, RTX 3070, and I'm not running my game maxed out.

Every once in a while it'll happen if I change something in the graphics settings usually my FPS drops to 5 thus making it harder to get to a Space Station lol.

Anyone with this issue have any kind of idea how to fix this? Again not the end of the world if not, but figured I'd ask anyway.
