Are used phones from Rogers "unlocked"?

I'm in the process of ordering a "used - like new" IPhone 14 Pro Max on one of my 3 lines. The phone is actually for my son, who is on Freedom Mobile, just replacing his old iPhone 8 with the 14. The 14 Pro Max only has esim capability, amd Freedom support says it's no problem to switch his current phone to the new one, as long as it's not locked to Rogers. I'm not entirely sure of the terminology and wanted to confirm that the used phones that Rogers sells are "unlocked"?
