I need some assistance with my cat

My cat keeps eating her belly and leg hairs and I’ve gone to the vet for an ointment of some sort but that hasn’t helped at all. Her legs are so skinny and I can see the pink on her belly. Can anyone offer any suggestions? I’ll post pics in a few.
