Can a recruiter reach out to me? I've a few questions

I recently submitted my waiver requests to the US Army and they came back denied. I know the waivers are case by case. Along with me having to resubmit the request. Can I get more info, and do I have to work with a local recruiter? I can expand more info, but prefer to do it in private message.
