Catering tipping

My work had me order catering from Panera for a work celebration. The funding is through a federal grant so we cannot tip. I pushed back a lot on ordering without a tip but the order is done. How bad is that? The total was around $900, soups and salads, ordered weeks in advanced, but also for delivery. Should I expect issues with someone agreeing to pick it up without a tip?
