Any way to fix stuttering when in game? [New Player]

Ill get these occasional stutters and when I get shot at my game freezes for a solid second/ half second basically guaranteeing that I lose every fight I get in. Basically its unplayable for me until I get this fixed.

Specs:

Graphics card: GeForce GTX 1060 6GB

Processor: AMD Ryzen 5 2600 6 core, 3400 Mhz

RAM: 16 gigs DDR4

Motherboard: B450 Aorus M

I can install it on an SSD but idk if that'll fix the issues here
