Would planning feats be impressive or good even if the plan failed or isn’t completed.

For example, let’s say someone’s plan was to get every spoon on this planet, after a entire decade there plan is still not finish yet, or if someone’s plan was to destroy the world, gets there plan ruin mid way. Would said characters plans still be impressive even if not completed or if it’s ruined, or would it just be a big anti feat for them since there plan was ruin, or would it not count as much since it isn’t completed.
