Can bots spawn in the pregame lobby?

I just had an awful game of survivor because we started the game with two bots in the pre game lobby, is that even possible? It was two yun Jin’s dressed the same with perks and everything but they had the bot names of “yun-Jin Lee 01” and “yun-Jin Lee 03”. It sounds a little dumb but I have to suspect foul play because the killer was p52 (me and my duo are p2 and p3) and he was leagues above our skill level. Can anyone explain this to me?
