Why is USE just the South American server?

Seriously, I just played a game with 8 spanish speakers on USE. Almost every game is like this. As someone in the US this makes the game unbearable. A quarter of the people are actively greifing, a quarter are just spamming all caps Spanish, a quarter are smurfs with 300 wins, and the rest are like normal people. Solo queue on this server is so much worse than USW.
