S3 E11 The Gypsy and the Hobo - Worst 4K transfer ever

I'm re-binging the show now that it's out in 4K on HBO. I started with Season 1 and 2 on digital download from the BluRays via Fandango/Vudu. And switched the HBO on Season 3. I've been decently pleased with the 4K versions apart from some bad checkboarding mostly on the backgrounds that are really distracting.

Then I got to S3 E11. The transfer is appalling. It's fuzzy/blurry like it's not even 4K resolution. Looks to be worse than even 1080p in some scenes. Also, dark scenes have a bad effect where the darkness seeming fades in and out bleeding into the light parts of the scene. I have an LG OLED and have never seen anything like it. Has anyone else watched this episode on HBO?
