Question for the Spaniards about hosting national tournaments

In the last 20 years Spain hosted only ONE tournament, that seems so odd considering Spain has always been one of the best countries out there and (almost) always are in the medal race. Is the government or the federation just not interested or is the sport not as popular in Spain as much as I think it is?
