What do you when someone (schizophrenic) takes a photo of you at the atm

Yesterday I went to the Chase and a man took a picture of me without consent. He didn't even try to be secretive about it either.

Context: I was not at the Chase Bank ATM (on Lincoln and Harbor) and I was waiting for my turn. I did see him turn his head to look at me a couple of times before and I did think it was weird. While I was waiting on the side, he pulled up his phone and took a photo of me. I recorded him to his car (to the passenger seat) and the license plate number. The driver was his mom and he told me he had schizophrenia.

I told her that it's still not okay regardless. She's said she struggles with him too. I couldn't stay because I had to go to school.

I did not call law enforcement because 1.I couldn't stay much longer 2. I don't know how the OC PD moves and if they're trained for mental services
