Is Chaos Accelerant needed anymore with Nothing Manacles?

I didn't think it was as you gain a second grenade charge and the tracking with nothing manacles, which are the two things you would get while using chaos accelerant. But I keep seeing people saying you need it for the build? If I'm correct you don't need it because it doesn't do anything, right??
