How can I sue a police dept Stark Co Ohio

Location Kentucky

I am located in Kentucky. But the lawsuit would be against Stark County Ohio. I was in a very bad Domestic abuse situation and when I finally fought back they put me in jail for six months which ended up making me lose 16k in disability back pay, I had called multiple times since October of 2024 for help and they refused to help me, including just removing him from the property so I could leave, the officers also had me institutionalized because he claimed I was suicidal with zero proof I was suicidal. I lost everything that I owned. I lost my back pay. And I have health issues due to being in jail. I know it's a long shot but I was screwed so badly and my abuser is just out there living his best life
