How to count work experience

hi guys, I'm planning to submit skill assessment and EOI next year. I'm Food Technogist. My question is my work experience count from the date I finished my bachelor degree or after I got my skill assessment? I asked my friend (who is a lawyer), he said from the date my skill assessment positive, but my agent said from the date I graduated.
