How to counter/run away from hackers

I'm literally bounty hunting like usual and so many times I lost more than 100k bounty to hackers every 1-2 day and they were just teleporting, chasing me while spamming moves and M1s which would hit me 100% and I can't run, I can't kill them. Does anyone knows what to do in this situation?
