foundation vs concealer

What's the difference between the product formulation of a concealer and a foundation? If it's the pigment, we have full-coverage foundations. If it's the consistency, we also have thicker foundations. This has always confused me since foundations are cheaper if you compare per ml. So you could just buy a thicker, lighter foundation and use it to conceal. What's the point of a concealer?
