cant fix openxr error

pcvr, when i try to start the game it just opens in a window and says openxr runtime not found. ive done everything to try fixing it, switched from steamvr and oculus as the default runtime and looked at something in the registry, tried diffrent versions of the game and still nothings working. my headset is a rift s so standalone isnt a option, what can i do?
